State of Nebraska Archives: on Families & Children

Peter Ricketts: More resources for Child and Family Services

Our first task is to adjust the current year budget to bring it to balance. But behind the numbers are people's lives. Our agencies and programs are designed to serve our citizens--and many of them are people in need.

With this in mind, my proposal provides more resources for Child and Family Services, invests in education, protects reforms in Corrections, and balances the budget without raising taxes.

Brad Ashford: Provide prenatal care regardless of immigration status

Excerpts from legislation: Verification of lawful presence in the US is not required for assistance for health care services, that are necessary for the treatment of an emergency medical condition, including emergency labor and delivery.

Excerpts from veto message: Nothing in current law prohibits hospitals, private donors, or other benefactors across the state from assisting those in need of care, regardless of their immigration status. The issue presented by LB 599 is whether or not $2.5 million from hard-working Nebraskans should be used each year to pay for prenatal services for women who broke the immigration laws. This issue should not be confused with prenatal services to low-income women--taxpayers already fund those services through Medicaid .

Legislative outcome: Brad Ashford voted YEA on bill passage; bill passed 31-15 on April 11; Governor vetoed on April 13; veto override on April 18.

Dave Heineman: Reform child welfare system: collaborative & measurable

It was just a few years ago when many Nebraskans were unhappy with and complaining about how the Department of Health and Human Services was operating the child welfare system. The decision was made to reform the system and change the culture that was necessary to move forward. It hasn't been implemented as well as anyone would like, but I don't want to return to the failed practices of the past. Nebraska continues to place children into the child welfare system at approximately two times the national average. We can and must do better than that.

Your Health and Human Services Committee has provided the state a series of recommendations to begin a conversation about how the courts, the Legislature and the Executive Branch can work together to develop a more collaborative, a more coordinated and a more comprehensive approach to protecting Nebraska's children.

Together, we need to bring stability to Nebraska's child welfare system. The focus should be on the future & on measurable results

Don Stenberg: Strong, traditional families are foundation of our culture

Strong, traditional families are the foundation of our culture. Don and Sue raised their family of four children, now ranging in age from 25 to 16. Don and Sue have been married for 34 years. Sue says of Don, “Everything Don stands for, he lives out in daily life. He has a wonderful sense of humor and keeps his priorities straight- Faith, Family, Friends.”
