Heritage Foundation on Civil Rights
Heritage Action recommends voting NO on the modified Maloney amendment to H.R. 5055 which would ratify President Obama's 2014 executive order barring federal contractors from what it describes as "discrimination" on the basis of "sexual orientation and gender identity" in their private employment policies.
But redefining marriage to exclude the norm of sexual complementarity makes other marital norms optional and sabotages the reason for marriage policy: To ensure that relationships that could result in children are permanent and monogamous to provide children with a mom and a dad.
In recent decades, marriage has been weakened by a revisionist view that it is more about adults' desires than children's needs. This view reduces marriage primarily to intense emotional bonds [over] the benefits of orderly procreation and child well-being.
